Establish a controlled comparison between two reference sites during the annual temporal adjustment window. Cause remains outside the scope of this briefing.

REFERENCE SITE B
Reference Site B is assigned to the jurisdiction in which the annual temporal adjustment is not observed. Location remains withheld pending Operational Bulletin 020.
CURRENT STATUS
Reference sites are approved for operational planning. Site identities remain sealed until bulletin release.
OBSERVATION PROTOCOL
Begin notation thirty minutes before the adjustment window. Maintain continuous local-time records at both sites. Do not reconcile discrepancies during observation.
